  17. <p>     Is House Speaker Tom Foley offering more than just moral
  18. support for a Dick Gephardt presidential run? Last week the
  19. Missouri Congressman got a surprise boost from Foley, who said
  20. he "would have no objection or concern about" the majority
  21. leader retaining his House post while making a bid for the
  22. presidency. This reduces the political gamble for Gephardt by
  23. keeping his seat warm in case he loses the nomination.
  24. Moreover, Foley's endorsement gives Gephardt an excuse to back
  25. away from the pledge he made in 1989, when running for the
  26. leadership post, that he would not seek the White House in
  27. 1992.
